August 15, 2001 A set of guidelines produced by the US EPA, can help state and local governments account for the benefits of smart growth practices in State Implementation Plans. The guide supports and recognizes such land-use activities as infill development, brownfield redevelopment, mixed-use development, and development oriented toward public transit projects. It proposes options that areas with air quality problems can use to account for the benefits from local land use activities.

This suggests that further devolution of federal programs to states, like welfare reform, may worsen cities' fiscal problems.
